The TESTEd Syllabus
Teachers across Europe play a key role in preparing students for sustainable, democratic, and diverse lives. Facing challenges like climate change, digitalization, and threats to European values, they need strong competencies.
The TESTEd Syllabus supports teacher educators and teachers in developing skills in five cross-cutting areas: education for sustainability, democratic education, and active citizenship, diversity and gender equality, multilingualism, and the digitalization of learning environments. It aims to strengthen teacher education and continuous professional development to meet the demands of a changing world.

Integrating cross-cutting issues in teacher education
One of the main goals of TESTEd was to develop an international Syllabus for teacher education that reflects European priorities. The Syllabus focuses on the five cross-cutting issues in TESTEd and introduces emerging topics for each issue that are of high relevance to the current challenges the European education system faces. The Syllabus includes a competency-based framework for each issue designed to further pre-service and in-service teachers’ competencies, as well as a methodology section and good practice examples from across the European Union.
The Syllabus was developed by the University of Oulu with support and input from all TESTEd partner universities as well as the AKADEMIE der Ruhr-Universität Bochum. To ensure relevance and a good fit of the Syllabus, it was applied in initial teacher education and continuous professional development. Moreover, stakeholders at schools, teacher educators at universities, researchers, government agencies, and social interest groups were consulted to maximize its impact and make sure it fits regional requirements.
As the cross-cutting issues and their role in education systems are in constant flux, the Syllabus is published as a dynamic, living Wiki that can be changed and added to in the years to come. Please follow the link below to reach the Wiki.
